Evaluates six state opioid policies using mortality records and insurance claims from 2007–2018 with panel-matched difference-in-differences analyses. The policies were associated with less prescription-opioid misuse but greater mortality involving some illicit drugs, underscoring possible substitution effects rather than establishing a simple overall benefit.
